Abstract
This study counters the notion that women with multiple vulnerable identities such as undocumented, migrant, women, domestic workers are disempowered victims. The women's voices in this study assert that women with multiple vulnerable identities are able to decide, take risks, and plan for their future at different times and spaces. Interviews and participant observation were used to gather data. The study is a practical resource for the migrant women, migrant support groups, and governments. For the migrant women, the realization that they have personal power will encourage them to further develop their capacities to better plan for the future. For the migrant support groups and governments, the recognition of the migrant workers' personal power can improve policies and programs towards long term and more sustainable human resource development.
