Designing a Monitoring & Evaluation System: A Case Study of Etta II

This capstone is a case study on the process of designing a monitoring and evaluation (M&E) system at Etta II. While considering the characteristics of Etta II, I attempt to create a practical M&E design that can be used under the many constraints of typical, small nonprofit organizations. Too often M&E remains external or nonexistent to these NGOs, which perpetuates a disconnect between objectives and results. This project assumes that monitoring and evaluation are critical to a project’s effectiveness in promoting institutional learning, accountability, and useful services to its beneficiaries. With this, I wish to examine the potential design of an M&E system focused primarily on the operational needs of Etta II. I aim to design a system that can be successfully utilized and maintained by the project’s local staff by overcoming limitations such as inexperience, a lack of resources, and little clarity to the expected outputs and overall direction of the project. The M&E system will attempt to get past the project’s top-down, bureaucratic nature, and utilize methods that respond to program and participant needs. The system will also be integrated into each of the programs at Etta II. Its functions will occur at different project levels and be performed by various stakeholders of Etta II. By using a mix between planned and participatory approaches, the design enables Etta II to clarify current direction and, at the same time, invite new ideas to better align the project with the community it serves.
