Argentina: Social Movements and Human Rights

Abstract

Las políticas neoliberales basadas en el mercado aplicadas en Argentina y que concluyeron con las devastadora crisis económica de 2001, dejaron una cantidad significativa de jóvenes expulsados y excluidos del sistema educativo secundario. En la búsqueda de una alternativa para que el derecho a la educación se viera efectivizado, muchas organizaciones sociales abrieron escuelas secundarias populares en toda la Ciudad de Buenos Aires, conocidas como bachilleratos populares. Este escrito analiza la conceptualización del derecho a la educación en Argentina y, desde las perspectivas de docentes y trabajadores de dos de estos bachilleratos, se propone conocer la historia y las características de estas experiencias para indagar acerca del vínculo existente entre estas formas alternativas de educación y la garantía del derecho a la educación.

The implementation of market-based neoliberal policies in Argentina, which ended with the devastating economic crisis of 2001, left a significant quantity of youth expelled and excluded from the secondary educational system. In the search for an alternative so that the right to education would become effective, many social organizations opened popular secondary schools in the Capital of Buenos Aires, known as popular high schools. This paper analyzes the conceptualization of the right to education in Argentina and, from the perspectives of teachers and workers of these popular high schools, aims to know the history and characteristics of these experiences to investigate the existing links between these alternative forms of education and the guarantee of the right to education.
