Abstract

This paper presents the results of a survey followed by consultations with selected Bulgarian non-governmental organizations and experts working in support of the third sector in the country. The purpose of the research and the consultations was to review the NGO attitudes and perceptions toward the donor assistance provided to them during the ten years of development of the civil society sector in Bulgaria (1990-present). It is based on the responses of twenty-two representatives from fifteen non-governmental organizations, followed by consultations and discussions with five Bulgarian and foreign development consultants and experts. The review looks at NGOs and donors current operational contexts, successes and shortcomings in donor strategy formulation, donors' practices and assistance implementation. In conclusion, this paper provides steps for future collaborative strategies among donors followed by recommendations for research and dialogue to address issues that were not discussed.
