Abstract
For almost two years I worked for Asia Foundation as a Project Administrator in Dacca, Bangladesh. This paper is a result of that experience. Many times I have tried to write it, but each attempt was foiled. Time pressures combined with personal involvement in the job tended to block objective evaluation of the situtation. However, a journal of sequence of program events with personal reflections was maintained.
The text of the paper is presented in two parts. The first is a geneology of the program prior to my involvement. Following is a narrative of the problems which I faced during this experience. Intentions, time restrictions, cultural barriers and differences of perspectives are but a few of the problems which had to be resolved.
