Abstract
Thisthesis is about an on-going primary health care project planned and implemented by the NGO for which I worked from 1993 to 1995 in Cambodia. Rather than describing and discussing the current health-care system in general, I am focusing on some speclic issues of the primary health care activities already established in some villages. I believe the exploration of these issues to be important and indeed essential for evaluating and more properly implementing the current or any future primary health care system at the commune and village level in Cambodia today. By anatyzing the specific activities and rates of some particular commune health workers as health care service providers at the commune and village level, I hope to identify and discuss the problems in the greater health care system and find possible solutions.
