Abstract
Organizational structures, staff roles and training programs with proven success at motivating socially marginalized populations to improve their socio-economic conditions by leading their own community organizations are detailed. Several grassroots citizen organizations in the U.S. and abroad were contacted for interviews or printed material. The development of citizen leaders is related to social change theory, democratic revitalization popular education, and international development.
