Abstract
This Capstone paper is a review of the legal framework under which non-partisan domestic and foreign observers are allowed to monitor elections in the Balkan region. It is also aimed at enhancing citizens’ awareness of the importance of free and fair elections. The goal of this paper is to emphasize the role of NGOs in the monitoring process, recognize the need for cooperation between civil society organizations and governments and to recommend to all non-governmental organizations and public associations that are involved in the observation process.
The research was primarily based on document review, interviews and personal experience.
The paper gives an answer to what is there to be done to improve current role of NGOs in the election monitoring process in the Balkan region. By allowing citizens to exercise their democratic right to monitor the elections and improving their role in the monitoring process, states would manage to promote the development of democracy and the rule of law in the long run.
