Abstract

Cameroon’s water sector has long suffered from fragmentation of responsibility and corruption in the Ministère d’Energie et de l’Eau (MINEE). This has resulted in only 42% of Cameroonians receiving access to potable water, adverse health effects, increased poverty, and discrimination against women and girls. In response, the network Global Water Partnership Cameroon (GWP-Cm) has begun the initiative of urging the MINEE to implement integrated water resources management (IWRM).

This case study provides the context and operational details of the GWP-Cm. The study is informed by telephone interviews with constituents at various levels of Cameroon’s water sector, an e-mail interview with the project coordinator of GWP-Cm, primary documents, and relevant literature indicated in the bibliography including Policy Advocacy course books by Lisa VeneKlassen and Valerie Miller as by Jim Shultz. It also examines the effectiveness of GWP-Cm’s advocacy efforts for IWRM and lessons learned.
