Abstract
It is worth studying how a PVO can obtain and manage bilateral financial resources to impact communities in visioning; assessing and analyzing their problematic situation; designing, implementing, monitoring micro-projects and reporting the achieved results. To this end, this paper aimed at studying how World Learning/PIDT was managing the USAID grant resources to impact sustainable development in Benin. Specifically the research focused on the strategies, mode of grant disbursements, and the outcome of these disbursements. Various literature materials were reviewed to provide the contextual framework of the study. These include the materials on the impact of the development assistance provided by USAID, and some NGOs/PVOs implementing such assistance in Benin. In order to collect the data presented in this paper, a questionnaire was administered with thirteen field agents from, and working at the community level. From this tool, data was gathered on the communities' understanding of sustainable development; the kind of activities the USAID grant-funded CAGE project was implementing to achieve their view of sustainable development; the obstacles measures to overcome them; and the outcomes of the intervention. Respondents felt the CAGE project had a strong impact on the sustainable development in their communities through the micro-projects that were implemented and led to a tremendous increase in girls' enrollment rates in schools. Community members, the grant review panels and local representative committees felt empowered by the project to continue similar interventions even beyond the CAGE project. This study can be utilized by students of sustainable development and organizational management, the CAGE project staff and other people engaged in the field of international development.
