Abstract
This is a study of the extent to which an indigenous NGO's integrative approach to municipal development contributes to socially sustainable development in the rural municipality of San Lorenzo, El Salvador. My study illustrates whether the implementation of democratic administrative processes and structures, civic education campaigns and capacity-building trainings, and the forging of private and public sector partnerships enables and engages citizen participation and strengthens appropriate organizations necessary for socially sustainable development. I document the experiences of citizens, public servants, and development professionals in the process of redefining citizenship in order to demonstrate the lessons learned in building socially sustainable development efforts at the municipal level.
