Abstract
Bolivia tiene un de los mejores climas y alturas para la producción de café en el mundo pero sólo califica como el productor numero 36 del mundo con 89,000 sacos de café en los años 2015/2016.[1] Hay un grupo de problemas que afectan la producción a largo y corto plazo. Los problemas son complicados, pero no son nuevos y la comunidad de cafetaleros está introduciendo innovaciones creativas para enfrentarlos y elevar el nivel de producción de café en Bolivia. A largo plazo, los bolivianos intentan elevar el perfil y conocimientos sobre el café boliviano mundialmente y también enfrentar el problema de que la inversión en café es una meta que necesita muchos años para cumplirse. A corto plazo los actores de la caficultura boliviana están luchando contra una plaga que está amenazando sus cafetales y convirtiendo a los cafetaleros en cocaleros rápidamente.
Para comprender más los problemas, estudié una miríada de actores en situación de productores de café y el estudio está dividido así: Por cada problema examiné a los actores más implicado en la creación del problema o en la lucha contra el problema. Explorando los cuatro problemas hablé con: empresas privadas, incluyendo algunos vendedores de café, una empresa que produce café y una firma de micro financiamiento; organizaciones, incluyendo una cooperativa de cafetaleros, la federación de asociaciones de cafetaleros en Los Yungas y una organización de ingenieros agrónomos y miembros del gobierno municipal. El resultado es un estudio corto de las cuestiones y los problemas grandes que plagan a la caficultura en Bolivia y un reporte de la ingeniosidad de los actores para enfrentar y detener a los problemas.
Bolivia has one of the best climates and altitudes for the production of coffee in the world but it only qualifies as the thirty-sixth producer worldwide with 89,000 sacks of coffee in the years 2015/2016.[1] There are many problems affecting the production of coffee in both the short and long term. The problems are complicated, but aren’t new and the community of coffee growers are introducing creative innovations to confront the problems and raise the level of production of coffee in Bolivia. In the long term, Bolivians are trying to elevate the profile of Bolivian coffee worldwide and also are confronting the problem that investment in coffee is a goal that needs many years to complete. In the short term, the members of Bolivian coffee production are fighting against a plague that is threating their coffee plants and rapidly converting coffee growers to coca growers.
To better understand the problems, I studied a myriad of actors in Bolivian coffee and the study is divided in that way. For each problem I examined the actors most implicated in the creation of the problem or in the fight against the problem. Walking through the four problems I spoke with: private companies, including various coffee vendors, a company that produces coffee, and a micro-financing firm; organizations, including a coffee grower cooperative, the federation of associations of coffee growers in Los Yungas, and an organization of agronomist engineers; and members of the municipal government. The result is a short study about the questions and big problems that plague coffee production in Bolivia and an account of the ingenuity of the actors to confront and stop these problems.
