Abstract

The Carabineros of Chile are the sole police institution of the country. They possess many interesting characteristics that define the organization and construct a culture of pride, discipline, professionalism and integrity. Some of the most prominent characteristics of the institution are; homogeneity throughout the country, exhaustive education and training, structured hierarchy and a military character. The focus of this paper is to investigate the military character (as mandated by Chilean “Ley Orgánica Constitucional¨) of the Carabineros and evaluate how it has affected the culture of the organization. Then I will evaluate the military character of the institution in the context of how it has affected and continues to affect the relationship of the Carabineros with the people of Chile. I believe that I will find that military character of the Carabineros has in fact assured security in the country without compromising personal freedoms. Los Carabineros de Chile son sola una institución policial del país. Poseen muchas características interesantes que definen la organización y construyen una cultura del orgullo, la disciplina, el profesionalismo y la integridad. Algunas de las características más prominentes son; la homogeneidad en todo el país, la educación y la preparación exhaustiva, la estructura jerárquica y el carácter militar. El enfoque de esto trabajo es investigar el carácter militar (ordenado por la “Ley Orgánica Constitucional” de Chile) de los Carabineros y evaluar cómo ha afectado la cultura de la organización. Entonces evaluaré el carácter militar de la institución en el contexto de cómo ha afectado y continúa afectando las relaciones entre los Carabineros y la gente de Chile. Creo que encontraré que el carácter militar de los Carabineras verdaderamente ha asegurado seguridad en el país sin comprometer los derechos de los ciudadanos.
