Abstract
This paper is a proposal for the creation of an English Language Program at Emporia Kansas State College, Emporia, Kansas. This proposed English Language program is designed to meet the cultural and linguistic needs of international students whose proficiency in English is not at a level which will enable them to pursue an academic career at an American institution of higher learning such as Emporia Kansas State College
